Robert L. Mines was born March 21, 1922 in Howland Township, Ohio to Wilbur and May Holeton Mines, who owned a dairy farm in the Howland-Niles area. He attended Howland High School. He served during World War II, taking his technical training for the Air Force at Miami Beach, Florida.

Robert married Betty Morgan on August 18, 1942, and they had a daughter, Carolyn (Gabrovsek) and two sons, Robert L., Jr. and William. He was a dairy farmer for 39 years, and owned the last dairy in Trumbull County. Robert was a member of the Cortland Farm Bureau, the Ohio Holstein Association and the Agricultural Stabilization and Conservation Service, and past president of the Trumbull County Holstein Club. He was a member of the Howland Community Church. Robert died on February 7, 1984 and is buried in Howland Township Cemetery.
